Culture Commons have been commissioned by leading researchers at the University of Manchester to develop a report that will aide the culture team at the Greater Manchester Combined Authority (GMCA) to make the case for a rollout of a Creative Improvement District (CID) programme.


CIDs are the GMCA's proposed approach to kickstarting cultural, creative, and night time economy led town centre and high-street regeneration. It is hoped this new model will connect best practice and area-specific policies that draw on powers at the combined and local authority levels, sectoral knowledge on the ground and national level policy levers. CIDs will enable creative businesses, the cultural sector, the workforce and local people to maximise their economic potential and unlock the multiple positive spill over effects these sectors bring to areas they are located in.


Following successful bids to the Cultural Development Fund from two boroughs in Greater Manchester (Rochdale and Stockport), the Culture Commons team will conduct desk research, a literature review and a comparative analysis of other place-based policy interventions. The evidence will be used to develop a series of policy recommendations to inform the rollout of the CID model across the conurbation.
